I think it's a terrible call. No chance that goes in and maybe doesn't even touch the rim.
The NCAA head rules guy during the Ohio St. halftime said "it had a chance to go in" .. You can't be serious right?

UCLA guy throws up a 3 that looks like its going to go wide. SMU guy touches it on the way down so goaltending is called. I don't think it was going to hit the rim..

Clearly goaltending as he touched it 1) while it was on the way down and 2) was in the cylinder (if just barely - https://vine.co/v/OYzrHIpQpZh).
What should not be overlooked is that UCLA got the rebound and would have at least tied it and probably would have been fouled and made the FT.

Art. 3. Goaltending. a. Goaltending occurs when a defensive player touches the ball during a field-goal try and each of the following conditions is met: (Exception: Rule 10-3.6) 1. The ball is on its downward flight; and 2. The entire ball is above the level of the ring and has the possibility, while in flight, of entering the basket and is not touching the cylinder
I don't think it is.
The ball had no chance of entering the basket.
