Tonight I remounted the CPU Heatsink, closely following the procedure for ArticSilver III at http://www.articsilver.com.
Found some GoofOff (bad stuff) at WAL*MART to clean the old compound off and coffee filters of all things (lint free) to get the CPU heat spreader and the Alpha PAL8942T squeaky clean. Followed up with 91% Isopropyl and more coffee filters. (Melita #4)
Pre treated the Alpha with ASIII and put a thin coat (a BB's worth) on the 3.0/800 P4 with a single edge razor blade; and avoiding the hole . Was really careful this time. Heatsink went down straight and no sliding.
Now idling at 35 degrees. That should improve even more after breaking-in.
Not bad... considering the fan is a noiseless 26.5 CFM Pabst 8412N/2GML 19 dBA @ 2050 RPM. Well-worth spending the time to do it right.
