What difficulty do you guys think I should be on?

I am a weak Level 64 Wizard.

Dps - 94k
Toughness - 2.9mil
Healing - 3500

I was doing Torment 1 but it takes a really long time to kill the elite mobs and stuff, due to my low dps. I am thinking of backing it down to Master.

Do bounties and rifts on normal to start getting legendaries to gear up.

This change is epic:

Crusader
Blessed Shield - Shattering Throw
Should no longer cause players to deal Area Damage to themselves and allies.

Grrr. . . . I hope the hotfixes address the ridiculously low Chiltara spawn rate, or if not then the ridiculously low drop rate of the gibbering gemstone from Chiltara. Been doing caverns of frost runs for days now. I'm seeing the caverns spawn ~40% of the time, and of that 40% Chiltara only seems to spawn ~10%. I've killed him ~100 times now and no gibbering gemstone. I do have 5 frozen blood though.

I was last night. It was really obnoxious as I was soloing bounties. I'd get three or four done, then get disconnected, losing my progress.

So, the legendary drop rate must not have gone in, because I found 2 all night. And one of those I gave away. I also got a single Forgotten Soul from the 5 or so T1 rifts.

Even before the change I generally received at LEAST a forgotten soul. I think only once out of ~5 rifts did I get nothing.

However it does sound like the hot fix was delayed, but only on other servers. It isn't very clear though.

Yea I played last night, 3 rifts no legendary or forgotten soul. I was at least getting souls before. But I ran bounties on normal and got two legendaries. I've still yet to get a legendary in a rift since the original 25% "buff"

I found a bunch last night, both prior to and after the fix. Short of buffing drop rates by an absolutely massive factor though (100% increase is "only" a 2x increase) the drop chance itself is still low enough that you probably can't really feel the difference in small sample sizes. In the long term, rifts should provide (theoretically) twice as many legendaries as they would before. In the short term, yes you can absolutely still go for numerous rifts without seeing a single one because you're still talking about a, say, .01% drop chance instead of .005% chance. At the same time, sometimes you get lucky too.

Does the chance only apply to the last boss or does it also apply the the elite packs and the like?

I think I found three legendaries while playing last night while doing about 3.5 acts worth of bounties on normal. My Templar is enjoying his new Thunderfury!

I think my favorite acts for Bounties has to be Act I and Act V. I like the Forsaken Woods in Act I, because it's small and the dungeons in it are just one room affairs that always have a named mob. Also, I find skeletons to be rather easy to kill. I mostly like Act V because of the towns. The dungeons in those are mostly just buildings with very little surface area, so you can complete them quickly. As someone looking for loot, they're a great bonus! The only bad things about Act V is anything dealing with the ridiculously oversized Blood Marsh and having to kill Malthael (just takes longer).

Yea I usually go for Act I or Act V for bounties. What I hate for bounties is Act III when you have to go into a barracks or something and get to level 2. They wind on and on and on and on, and it takes forever to find the damn next level.

1 and 5 my fav, like 4 too, 3 isn't bad unless you get stuck as was mentioned. Can't say anything about 2 as I've avoided it since alts were able to bypass it with the revised difficulties.
