I don't get why there is a forceout rule....you can hit the guy when he makes the catch or is in the process of brining it in...i don't get why the sideline matters...
It's to prevent what is a makable reception being ruined by the sideline. The receivers have to have a chance to make the play. Otherwise as a corner or safety if you jump up to make the reception I'll just knock you OB.
In your example the receiver still has the opportunity to make the catch/play.
