While the government does have some say in things they only have so much power. People buy cars based on how cool it looks and how fast it goes. Since when is a Honda Insight cool? Fuel efficency is not something Americans are big on. Look at car threads on ATOT and there are mostly supercars and cars/trucks which huge oversized engines. Part of it has to do with government regulations as well. We have very strict emissions laws that make it hard for a diesel car possible. In the UK there are loads of diesel cars from every manufactuer due to it's inherient fuel efficency. Perhaps with rising energy costs fuel efficency will be shoved down the throats of those who swear by their SUVs. Why are oil companies experiencing issues with refineries? In almost every major utility industry (phone, electric, etc..) the goverment forces companies to reinvest into their infrastructures why has'nt this been the case with the oil industry?
At what point do you think there will be a backlash against the rising fuel prices?
Oil companies are having issues with refineries because that is life and stuff goes wrong sometimes. Also most refineries have been running at 100% capacity for quite a long time and people get tired and make mistakes etc.
If I'm not mistaken oil companies are required to put money into more infrastructure. And from my understanding there are several proposals to build new refineries but the government permits and such needed to make one is insane and takes years to even get approval for.

I don't know man, I don't think this situation is the public's fault. I remember watching a special some years ago about a company that tried to introduce a vehicle that was more fuel effecient and just overall better built. As I recall the company and the man behind it were really literally ran right out of the market. And taking it a step further if the goverment were truly concerned about the environment and the eventual problems associated with rising fuel costs measures could have been put into place many years ago to at least "try" and head off this problem. But like most things in this world as long as profits can be made, the logical choices are often overlooked.
