Dumb question, but what officially does deactivated mean in so far as is he done for the season, or can it be reversed at any point in time should the team so choose to do so? (Assuming he doesn't do time in jail)

That means he is still on the 53 man roster but will not be part of the 46 that participate in the game.

But is this just one game for now, or is it opened ended in this case? Will they have to redesignate him next week, or does the deactivated tag just hold until otherwise reversed?

Active vs non-active ("deactivated" when done in advance) simply is per game. A team or league suspension is one or multiple games done after a quick inquiry or more thorough investigation.

in other words, wait for more news.

Am I reading the news right about the new drug policy in regards to Welker? He could be playing as soon as Sunday?

The semi-official news is that the league is still working on what to do with the suspensions. Bulk of unofficial news reporting has Josh Gordon out 10 weeks and Welker back this weekend but who knows how accurate that is.

Pierre Thomas or Ellington in a ppr league.

Ellington's light touches due to his "injury" might be more touched then thomas, since Ingram and Kirby is there.

I'm kinda up in the air and going to flip for this. I just need a solid 4 catches and 100 purpose yards. Obviously more the better just in case someone flops.

Pierre will get 4 catches, but not sure about the 100 yards. Ellington is more boom or bust with a higher ceiling but lower floor.
