Can anyone tell me how to unblock protected attachments in Outlook.

It mentions two levels of which level one is unlockable.

I'm sure there is a way or something to run to unlock this.

There is a registry way...but a simple way is to use DetachXP since it is simple and FREE.

I personally prefer to use Attachment Options. It integrates with Outlook and is available at http://www.slipstick.com/outlook/esecup/getexe.htm. You will also find some registry tricks and DetachXP there also.
