The funny thing is that she is shite at communication , everybody thinks she is all over the place (which is why they normally come to me with queries).

Unless you're her boss, let her continue until she destroys her own career.

Eventually, when people realize how terribad she is at her job, they will stop emailing her.

Otherwise who gives a fuck (especially if it is not impeding on your career advancement)? It's one less email you have to answer.

My original question stands (more of a hypothetical question now), do you guys think its rude for somebody to reply to an e-mail not addressed directly to them?

No, that said I would have no worries about making her look like an ass a few times to make her think before she replies to these emails.

You need to make your mind up either...
1. Go behind her back and get her taken off the CC list
2. Answer the emails before she has chance to
3. Suck it up and live with the monster you have made.

I can't say that I've experienced this problem at all. Whoever has something relevant to say can say it, that's why they were copied on it. If you want a more private discussion there are ways to do that.

What I find amusing is people that don't understand when it's appropriate to reply to or copy someone. It's not that complicated. If someone who was copied on the email replies before you, and this somehow takes something away from you, you're probably doing it wrong.
