Office 2000 won't run for multiple users

What is the proper way to install office 2000 on a multi-user Windows 2000 computer so that all users can use it?

When I install it as administrator and try to run it from a user account I get an Error 1706 from the windows installer. If I try to run office setup as a user, I get a message telling me that the admin forbidds this action.

How can I accomplish this?

I had the same problem. Install Office in each user account, in the same directory.
I moved to Office XP a while ago, and it doesn't have this problem.
