We’re currently investigating an issue related to the forum theme and styling that is impacting page layout and visual formatting. No differences in features. It's really just a licensing difference. With OEM you're not allowed to transfer the license to a different computer. You also don't get any free technical support directly from Microsoft.
Some of the differences are (quoting from http://answers.microsoft.com/en-us/...vs-oem/fae7b2ab-c530-45e6-aeb3-cc55cf7b9231):
- OEM licenses are tied to the very first computer you install and activate it on
- OEM versions allow all hardware upgrades except for an upgrade to a different model motherboard
- OEM versions cannot be used to directly upgrade from an older Windows operating system
