oem e4300 + aftermarket cooling or e4400 + stock cooling??

Probably using a 4COREDUAL-VSTA with my existing ram & video card. I assume I'll need the aftermarket cooler to get to 3GHz with either chip, so I might as well get the e4300 & better cooling. Thoughts?

That's what I'd do. Given the OC limits that others have reached with Allendale, I don't believe that the 10x multi is worth the extra $$$.

I would use an aftermarket cooler for both chips. I used the ZEROtherm BTF90 92mm Silent, and it cools my E6600 to 27C idle and 35C loaded. The ambient temperature is 25C.

One reason to go with the e4400 is that this board will probably do only 290 fsb, which is a good bit to lose from the 1x multiplier difference. I'd like to find an e4400 oem for $125, but not many oem's around.
