Odd taskbar problem in WinXP

Something really odd is happening in WinXP. Often the taskbar will go into some odd mode where clicking the button corresponding to an open window will not bring up the window. Instead, it will make the button flash, just like how window titlebars sometimes flash orange when the program has some new info or a dialog or something - haven't looked into how this is called by the app. Nothing seems to fix this, including restarting the explorer.exe process. Rebooting will fix the problem, though it will sometimes reappear upon another bootup later. I can't think of anything that would cause this. I am not running SP2, BTW. Any ideas what's going on?

Try unlocking the taskbar by right clicking on it, then raise the task bar to make it higher then put it back to where it was and try re-locking it. If that doesn't work, try changing the style of the taskbar and see what happens. If you have any kind of Windows Utitlity programs, such as Norton Systemworks...and run a check up, but first I would run Scandisk, check to see if you need to defrag, and also clear out cache and temp files.
