Because the guards are only calling factors of six and anyone approaching should have known that 10 was a false challenge?

I think the number should have been 8 because I think the solution is to add first number to the second and see if it's a factor of 9.
18+9 = 27 (divisible by 9) 12+6 = 18 (divisible by 9) 6+3= 9 (divisible by 9). 10+8 = 18 (div by 9) However I wouldn't bet on that with my life :p

And you better update this thread when you find the real answer :D

Seems like you win. Sounds good. The lowest whole number (zero not included) to add to the called out to have 9 as a factor.

You could also say the difference between the first number and the second number has to be divisible by 3.

You could also say the difference between the first number and the second number has to be divisible by 3.

But then the answer to 12 could have been 15 right? I like lysswords answer so far.

When the guard shouts his challenge the spymaster should have killed him. Why did the spymaster choose to play by the enemy's rules? This is war, not Stratego. The correct answer was "Bang".

Yeah, because shooting the guards is a great way of avoiding discovery. Even if he had a silenced pistol, someone will either discover the body or the empty post, and suspect treachery. That would make it VERY hard to sneak out, and make it even harder to gather any meaningful intelligence about the day-to-day operations of the camp.

And 18 doesn't have 9 factors, either, it has 6...
