Odd OC problems (Q6600)

Hell all, my first post on these forums I hope you can help me out.

I currently have a Q6600 running at stock 2.4 ghz on a P5N-E with 8 GB of OCZ fatal1ty memory PC 8500. Up until recently I was running some lower end 6400 memory and I couldn't get it past 2.6 ghz and I just chalked it up to lower quality memory.

Now with the new memory I can easily get it past 3.0 ghz however as soon as it boots into windows it reverts back to its stock settings, something I haven't ever seen before. I have speedstep disabled along with c1. I have tried increasing the voltage to several different settings and it will always show in the bios that the clock speed is 3 or 3.2 or 3.6 even depending on what configuration I have setup, however as soon as it boots into windows I just goes back.

I have been working on this for days and I can't seem to figure it out. Any ideas?
