Question Odd local network issue

Have my work laptop that occasionally goes into this state where I can no longer ping or RDP to it. Computer is on the same local network, not connected to VPN.

Laptop: 192.168.0.120
My PC: 192.168.0.118

Anytime i try and ping that laptop i get a "request timed out"
Anytime i try and ping my pc from the laptop same thing

I've turned off the firewall for both PC's on private networks. Checked that file and printer sharing is turned on. Checked that hte function provider discovery service is running. RDP is enabled on both. If i ping the laptop machine name the IP resolves but it wont ping.

When this happens it breaks my network KVM switch which makes my day difficult. I fixed this once before a few months ago but do not for the life of me remember what it was. Anyone have any suggestions?
