Odd Issue Visual Defects/Artifacts?

Hello, I would like some help in pinpointed what it is exactly I am experiencing with my system, specifically my 7970 Sapphire.

I have taken some video with FRAPS with the issue described showing itself, I have a series of videos that are about 10 seconds each.

They are quite large.. Can someone please tell me what would be the best way to make them available to people to help me diagnose what is going on?

Do I shrink them? How? Where do I upload them? Or should I just take screenshots...

I feel like the video makes it much easier to see these artifacts or whatever they are.

Please someone advise... File size is quite large, around 600 MB each.

:\ Please excuse me, I'm kind of a dummy when it comes to this kind of stuff.
 
Transcode them to x264 and upload them to YouTube. x264 will be much smaller than the uncompressed/lightly compressed files you have now.
