Odd cpu temps

My Phenom II X3 that I unlocked a couple months ago is running weird temps. It used to run 37C on idle and now is running at 43-44C. Normally I wouldn't find this odd as I put some crap thermal paste on there and wouldn't be surprised if I needed to put some more on there, but it has also been running at 43-44C when gaming. Why would it be running at the exact same temperature on idle and at 40 percent capacity? Task manager and AMD utility isn't showing usage on idle.
Anyone got any idea why this is happening?
