Odd Audio Issue in Oblivion

I have an Intel 945G chipset using the integrated audio and I use the Logitech X230 speakers (very nice speakers). Every other game with Environmental Audio, etc works just fine, but for some reason:
A) The effect sounds (magic, sword hitting walls, bow and arrow noises) are all VERY washed out.
B) When I walk away from someone, their voice does not fade out. I could walk across a city and still hear someone loud and clear if I was close to them when they began speaking. (basically, I walk up to someone, they say something, if I walk away, the sound does not dissipate)

Now, I have tested this thoroughly. I've tried all different amounts of hardware acceleration in DxDiag. On Full, it is as I have described it. Any lower, the above problems are fixed, but the music is staticy and distorted (unbearable). I have also tried changing the bDoSoundHWAcceleration variable in the Oblivion.cfg file, but this seems to have no effect whatsoever besides making the music suck when turned off. Does anyone have any ideas on how to fix this?
 
Well, when you start changed .cfg file/registry settings, it's hard to get a baseline to work from.

Do you have the latest Oblivion patch applied? (it's 1.511, IIRC...check the website). I'd also reload the latest version of DirectX; that often fixes a plethora of problems.

Are you using the "hardware accleration" (or whatever) setting in Oblivion? Sometimes games can get weird if you say you have a soundcard with EAX capabilities when in fact you just have onboard sound. Set all sound options to default in the Oblivion CP.

I have the latest patch. Also, I haven't changed ANY other config options other than the Hardware Acceleration (which is from a tweak guide at TweakGuides.com). All other games work with HW Accel except Oblvion. I have the latest onboard sound drivers. I already tried reinstalling Oblivion yesterday. I will try reloading DirectX 9.0c right now, though. If nothing fixes it, I will resort to getting a new sound card (believe me, the weapons sound like CRAP, it must be fixed), but I was kind of in the running to buy a new monitor... if I end up buying a new sound card, I'll just have to get a different monitor. Will update after reinstall of DirectX.
 
Okay, reinstalled DX9c, still happens (made sure everything was configed correctly in DX first, still happens). Would this be a good sound card? I can only spend ~$50USD on one.
 
Do you have the onboard audio control panel configured correctly? Speakers plugged into the proper jack(s)? Check that control panel and make sure you're not set up for 5.1 or something.
