how do you increase the cpu fsb and not oc the memory at the same time

In the bios, select "Unlinked"

I thought this was impossible. Anyway, very few BIOS have the unlinked option.

Unless you have an nVidia chipset on your motherboard, you don't. Try reading the overclocking guide.
