OC 3000+ 64 need help

Hey all well I have my system up and working fine stable at 2613mhz. I'm able to boot and ran memtest for about 10-15 minutes with no errors but it won't load windows (BOSD when i load profile) when i boot 2700mhz. with my divider i know its not the ram and I was wandering if there is a way to tell if it is my board or cpu that might be holding me back. CPU is at 1.45v Venice DH-E3 stepping. I think its just wierd that it will post and run memtest but won't load windows all the way. Ideas??? Thanks

Edit: I uped the voltages to and was able to boot in to windows. How hi would be "safe" for Stock HSF on voltages.
CPU 1.50v
ram 2.8v

Whats your htt multiplier at? Put it at 3x. Also, if that doesnt work, it may need more voltage.

Its at 3X sorry i forgot to mention that. CPU Multi is 9. Like I said before i upded the voltages and i was able to boot but when i started to run prime 95 it just locked up froze and i coulndt even CTL-Alt-Del to reboot. I did memtest all night and it came up with noe errors.

update: I've currently got it OC'ed to 2784MHz Not very stable I can run windows and stuff but if I run Prime95 or some thing else it will lock up and auto reboot. I guess i could try to up the voltages some more on the vcore but i dont' want to fry the cpu idle is like 28c and i don't think load will get above 47c (locks up remember) Ideas?
