Obtaining "maintenance" BIOSes for laptops

The default BIOS on this thing allows the user to change the boot device sequence, the security password, and the time. That's it.
I assume there is a BIOS somewhere that allows someone to actually DO things in the BIOS. Is there any way for a user like me to get such a thing? What specific terms might I search for?

It's similar to this laptop.
 
No I haven't, but wouldn't that just provide me with the latest version of the "consumer-level" BIOS anyway?

It's just the consumer-level Playskool type BIOS. I want a BIOS that has the sort of options like a regular PC motherboard has.
