Are you using HDR? Sounds like it. I used ATI when I played Oblivion and usually switched to bloom because of the white-out effect. Did finally get some cards and drivers that toned it down some.
1. Get the latest drivers from Nvidia.com
2. Makesure the game is updated to the latest patch
3. Makesure the graphics card or other components of your PC are not overheating.
If it is still to bright with bloom try turning down the brightness setting on your monitor and the in game brightness. Old advice from the Oblivion forums. If you haven't already done so. Another bit of standard advice from the forums is to calibrate your monitor.
