I dont have an Oblivion\Data\textures\ folder..........

me neither...

Extract the archive to Oblivion\Data using folders, it'll make a \Textures folder containing the textures.

Very cool. It doesn't matter if you don't have the folders. Just extract the files to where they're supposed to be. It works great for me. Looking back towards the city from the waterfront always bothered me because half of the hills would be really low res. Now it looks great.

So... the game just sees that texture folder and over takes the defaults? No ini edits?

definitely.

i have a question though. now another guy is releasing some mod for distant shadows. do they all go into the same, newly created folder- oblivion.data.texture etc... or does each get their own texture folder?

I got the lod fix mod and it works great but guys try out the "More Climate Sky Mod". This adds more sky maps to the already great skys you see in this game.

I don't get it. How can there be minimal performance hit if you're quadrupling the texture size?

I think the original blurry LOD textures were legacy due to the Xbox 360. Since we're on a PC, with better hardware we can load and run these larger textures without much issue. It was probably a conscience design decision to keep the Xbox and PC version as similar as possible, it would also reduce design resources within the company to co-develop like that.

I'm just happy some of these mods are coming out. I'm not much for messing with the game but this, in my opinion, is essential.

As long as you have enough texture memory (256mb should be more than enough), then there shouldn't really be a performance hit at all.
