I'm not sure. The fellow making the claim seemed to think it was a bad thing. Apparently Russian bots and trolls are capable of astonishing feats of mind control. To the best of my knowledge I've never run across one, though I suppose that could simply be more proof of how powerful they are.
But if I am a Russian bot, I could at this very moment be using my tremendous hulking willpower to exert control over you, and you wouldn't know.
