There is pretty much nothing in that post that is true.
1. He's claiming that he made all the way through the enrollment process at 8:00 am on October 1. We know healthcare.gov was so buggy as to make this a virtual impossibility.
2. He claims his income "base" is 45-55k, but healthcare.gov doesn't let you input a range, you have to input a definitive number.
3. The one factor that's really relevant in evaluating premiums, age, isn't disclosed.
4. The annual deductible quoted is not compliant.
5. Healthcare.gov doesn't require, or even allow you, to proactively "opt-out", you do so just by not buying insurance not by clicking a radio button.
6. Healthcare.gov doesn't send emails warning of the dangers of "opting out", again it's something they don't track.
7. Penalty would be, at most, $550.
8. Driver's license can't legally be suspended.
9. Tax lien can't legally be placed on home.
10. Bank account can't legally be attached.
