I know that Obama got to spend half of it but I don't know which presidents "budget" that half was included in. As far as it being paid back, most of it was but it didn't go to the general funds or pay down debt. The Treasury still has the money in its "I can do whatever the hell I want with it" fund from what I can tell. Turbo Timmy could very well still be doling it out like candy, its been a while since I looked.
Bottom line: The money for TARP was included in at least one budget, which for the purpose of this thread is attributed to Bush, but despite it being paid back it was not used to offset any spending or debt.
