Or are other laws going to go unenforced while you enforce this one (Opportunity Cost)?

You're fucking ridiculous.

LE's job is stopping crime and/or arresting those who have committed a crime, regardless of which crime is involved. They are also charged with investigating all suspected crimes.

That is there job 100% of the time they are on duty; again, regardless of which crime is involved.

And, contrary to what you and your looney brethren may personally believe, being in this country without authorization is a crime. Period.

They had a company paid spot on a radar system that can spot people Heading for the border before they get to the border fence. They use a system like this along a stretch of the border where the military has a firing range. The military intercepts them as they go over the fence. Using technology like this we can see for miles along the border who is coming accross before they even get to the border. It may be expensive to use technology like this but it uses a lot less manpower. You can link several radar units together.

Isn't the argument that the law is not being enforced at this time?

The reason it isnt, is LEO is not allowed to pursue the legality of aliens. The new AZ law changes that. If someone is suspected or proven to be illegal, they are turned over to ICE (federal). Not much additional expense.
