A lot of car manufacturers have plants down there. All the big ones do as well to supply North America with automobiles. The plants aren't there to supply vehicles to Mexico, it's for US and Canada. Many of them build the plants very close to the border to save on shipping since most of the cars are sold to America anyways.

One thing is for sure, they have SUPER long takt times in mexican plants and yet they still build them there.
