Well, of course the trick there is what is meant by "domestic spying program." Probably best to take all the rhetoric with a grain of salt and see if anything concrete and specific comes of all this,

As long as there is a budget for it, there will be a domestic spying program. Congress or the President can stop it dead in its tracks at any time, but they won't. The Supremes could kill the FISA Court any time they wanted to, but they won't. Too many people are making too much money in the War on Everything to stop it.
