ok my 1.8a cant go above 115 fsb. It boots then proceeds to go into windows but I get an error saying windows must restart. My 12v line is very low at 11.73 could this be the problem?
 
Go into the bios under "frequency/voltage control" and see if your board allows cpu vcore increases. I would try running at 1.65 volts, and also try the 4:5 ratio setting (available only at 133 and above). If your board won't post, just enable the cmos jumper for a few seconds (with power supply unplugged), and return to normal position. Then try more or less voltage, or even a small increase in the memory voltage (2.6-2.7 for ddram), and save and exit until your system is stable.
 
My 12v is at 11.73 too (actually go as low as 11.55v). I don't think it is the problem. what powersupply you using? I have mine at 127Fsb now.
 
ok got the new PSU in my 12v was fine with this new one.

when i go above 115fsb I still get this error on a black screen

"while initializing device NDIS:
windows protection error. You must restart your computer"

I can post @ 133fsb with very little voltage so I dont think its the chip.

Not familiar with that motherboard. Does it have agp/pci "fix" feature that locks those in place? Might be a pci card don't like increase fsb.
 
You using the newest bios? The reason I asked is because I had a similar problem before with my Abit Th7-II. In the bios I also have a fix feature, but I can even overclock the fsb over 110 with having lots of problem. I gave up for about a month until I got a beta bios from overclockers.com and the fix feature worked. I can even bootup at 133 now, before it doesn't even POST.
 
you shoulda mentioned it was a NDIS.VXD error in the 1st place!

this is a windows98 1st edition error.
here is the patch. put in your windows\system dir and reboot.

i highly suggest you dump win98FE and get at least win98SE 😉
