I'm guessing the car IS connected to him. If it wasn't his, he wouldn't care if it was issued a parking ticket, and he would not attack the guy writing the ticket

This. Nyc traffic agents are not police officers. They do not carry guns nor have other police powers except to write parking summonses. They wear a uniform that is eerily similar to the nypd and that is a major point of contention for the nypd pba.

They also drive vehicles which are using the same colors/lights and sirens that the real NYPD use also.

They are NOT limited to the Prius either. They are now using Altimas and the old Impalas. It is EXTREMELY hard to tell them apart, and they do abuse the cars by blowing stop signs and red lights.

Assaulting a traffic agent is the same as assaulting a police officer. I think it is a felony. They changed it a few years ago to include bus drivers, subway motormen and conductors and DOT agents.
