well, it's like this...

christmas happens once a year, and they decorate the city with trees and various other goodies

passover also happens once a year, and the preparation is similar, except it's only in small areas of the city and not all over the place.

it's not a mitzvah tank. it's those lubavitch/chabad mobiles that have pictures of a famous rabbi with speakers attached that play jewish music. their goal is to get jewish people who wouldn't otherwise partake in holiday festivities to participate since they try to appear approachable.
