nVidia win 2000 refresh fix

Before you all jump in no I DON'T use v-sync.

My frame rates at MAX quality 1024 x 768 x 32 have just jumped from 53fps to 77fps when I went from 60Hz to 85Hz.

I know this seems like a v-sync related thing but I honestly have always had it turned off.

Maybe the detonator 3 drivers in win 2000 didn't really turn v-sync off even when you asked them to and the above fix also fixes this? What do you think?

I noticed a similar effect when messin' with that FishMark awhile back. 85Hz was the fastest on my S4 and had nuthin' to do with vsync.
