Ok I thought it was a Radeon characteristic but now I see that even if I force it on from the display settings on a Gainward GF2Ti it NEVER works (in MOHAA, Quake, RTCW wherever I can see fps anyway) except Cstrike where it really limits the fps to the monitor's refresh rate-in both APIs.
Does anyone have an explantion on this???

P.S: Come on nVidia people-let's see what's going on here!;)

Quake3 based games turn off vsync by default and instead use com_maxFPS to limit the framerate to 85. To turn on vsync use r_swapinterval. Of course forcing vsync in the driver should work in all games regardless of what they do so make sure that your driver option is set to "always on" and not "application controlled".

Or could it be that your refresh rate is higher than you expect?

Do u have such an option in your original driver's display settings?
Because, in my OpenGL's tab (28.32 on Gward GF2Ti) the vsync options are only
a. Always off
b. Off by default
c. On by default
exactly as mentioned in the 28.32 PDF user's guide I downloaded. (Or u mean forcing ON by Riva Tuner?) The last two as I saw in nvidia' s PDF, mean that vsync is on off for starters unless an application demands a diff state. That's why I it never works in these games-it starts as on but since the games demand it off by default as u said, it is turned off.

P.S:My Philips monitor is not famous for its high refresh rates especially at 1280x1024 I play now. :)

You have two options:

(1) Set the driver control panel option to "on by default" and enable r_swapinterval in Quake3.
(2) Adjust com_maxFPS to whatever your maximum desired refresh rate is (in this case, your monitor's refresh rate rate.
