Nvidia is trying to sideline the main issue here. that Tegra 4 does not have big design wins. Qualcomm has won the design for the next Google Nexus and next Microsoft Surface RT. 60% of Nvidia Tegra sales in 2012 have been due to Google Nexus 7. those are very difficult numbers to replace.

I think it just boils down to Nvidia being worried about the Snapdragons comeing out.
So they want the Tegra 4i out as soon as possible, so they arnt left in the dust.

I kind of see nVidia's mobile future going like this:

Tegra 4i: too slow too late, selling in a few midrange phones

Tegra 5: best graphics period as long as the power draw is low enough but released late enough that its A15 cores have to compete with A57 cores from Qualcom

Tegra 6: nVidia finally releases a highly competitive chip

T4i has the same size but will perform much faster than S400. It will go against S400 or the successor of it.

It's not only LTE. For smartphones you need a very low TDP SoC. Tegra 3 and Tegra 4 are around 5 Watt which is to much for mainstream smartphones.

You misunderstood the quote. Last year NVIDIA expected Tegra 4 to start shipping by Q1 2013 calendar qtr/year. Tegra 4 was delayed by about three months, so the expectation this year is that Tegra 4 will start shipping by late Q2 2013 calendar qtr/year. This three month delay has already been known about for a while.

An integrated LTE modem is an important part of NVIDIA's strategy to gain marketshare in the smartphone space, but do note that no other existing quad CPU core SoC has an integrated LTE modem, including Snapdragon S4 Pro and S600.
