It would almost certainly be slower, and at best no faster. Quadro 400 is based on the GT216 GPU; we're talking about the equivalent of a GeForce GT 220. It's a very slow, very bottlenecked GPU. Though it at least has the benefit of still being supported, unlike the EOL X800.
