Just got my code for Gears of War 4. Now I am glad I got so late in getting the card as I was all set to get it during the Paragon promotion but then couldn't which is good since I was least interested in that game.

That really depends on a more specific question.
The fastest card is the Titan X Pascal.
The best bang for your buck is either a 1070 around $350-370 or a 480 8gb around $200-220.

Nice! Limiting its boost can probably get it pretty quiet too while still killing any other single slot card (no competition).

Judging from my experience with an AMD W7000, there is a distinct possibility that this cooler will exhibit acoustics at unpleasant frequencies already at idle, and will additionally be rather loud under load.

Furthermore, with this cooler design, care needs to be taken that air is guided such that the card's exhaust is not being pulled back into the fan.

would a single 1070 be a good upgrade from two GTX 980 classified paired with a 4790k?

not a primary system so not important, just seeking general input

Nope gtx1070 is only 30% faster than GTX980.YOu need GTX1080 which is another 25-30% faster than GTX1070 so the performance will be similar to GTX980SLI.
