The GTX 800 series GPU's will be on a 28 die. That does not mean rebrands of the 700 series. Nvidia always has a tick tock cycle and the 700 series was that tock cycle. They will be using the Maxwell architecture now, lower power consumption despite being the same size. In addition they also will have better threading performance and higher VRAM than the 700 series. The older architectures all use one control logic system, while the Maxwell use 4-6 control logics core, resulting in better pipelines and thus more streamlined workloads. In tests so far this means around 33% more performance between the 750ti over the 650ti, and even higher on the 6 logic core 870 and 880 GPU's. It also improves 2k and 4k gaming due to not only higher volumes of VRAM but also having more control over the massive amount of data streamed between the gpu and high resolution monitor where before it was a massive data volume being handled by one logic core.
