Well, in hindsight it seems the NV30 already supports the vast majority of the PS/VS3.0 features.

The GeForce 4 went with 2 vertex shaders instead of 1, and it still was only a 3x chip. It's possible a VS3.0 chip would be a 4x series, but without more input from Nvidia, I'd be really suprised if that was the case.
Core revisions are one thing. Adding new functionality and flexibility to the pipelines is another. I think I agree with your assumption that NV40 will be DX10 based. I seriously doubt, however, that end-users will see the card until near 2005.
 
Elfenix, IMO the GF FX is rushed. Its got a poor cooling requirement, that with another couple of months developement, could have had both the temperatures & noise reduced. Even an Akasa employee has said this.(read it on one of the pre/reviews)
