Alot of society, in the US anyway, just has very prudish values. We hide all of our sexuality, like it is evil. Personally I could care less. Just stop buy your local college campus, the coeds leave little to the imagination.

It also sounds like the people who are for this are for:
The topless, under 25 and less than 130 lbs, law.

I am wholly in approval of topless women, if sexy. Now, how do we determine who is "sexy"?

I propose a licensing system. Women who want the right to go topless must apply at the local Ministry of Transportation (I guess DMV in the States), and have their topless picture taken. The MOT (DMV) makes sense because they already have cameras. The pictures are forwarded to a regulatory body who rules on the acceptablility of exposing the breasts in question using solid criteria (woman's frame, fullness, perkyness, etc. come to mind). If accepted, the woman is issued a sticker to be placed, well, anywhere except directly on the breasts in question.

I believe the above system to be fair to all parties.
