I don't imagine the surface ship's captain should be blamed. After all the sub is suppose to be hard to detect.

The collision occurred at 1:00 am so I imagine more junior officers were OOD at the time. So they will be canned along with at least the sub captain and probably the New Orleans captain as well. More specifically, the captains will - pending the investigation - not face any charges but be allowed to retire. Regardless, their careers are over and the junior officers too.

This was an avoidable tragedy. And we still do not know who the identities of the civilians onboard.

"For this mission, Greeneville was to carry 16 civilian DVs, including 14 "CEOs" (chief executive officers) and a sportswriter and his wife.[2] The CEOs were in Hawaii to support a fundraising effort to restore the retired battleship Missouri. This DVE visit had originally been arranged by retired Admiral Richard C. Macke."

The Hartford was submerged when this occured, probably coming or going from periscope depth so the NO's CO is in no way at fault. The Straits of Hormuz are a tough place to operate but I will be very surprised if the CO of the Hartford isn't relieved and lesser punishments aren't handed down the chain of command.
