Prism tanks are bs...the only way to really protect your base is have a big squad of mirage tanks disguised as trees in a circle around your base, in addition to some towers and aa guns.

to be safe i like to have a bunch of rocketeers sitting over my base to fly out and get the prism taks before they are in range
 
Notice that the gun is set up high. It shoots on a downward angle. Civilian casualties would be not probable.

If you've ever seen a minigun fire at night with tracers, you'd see the definite advantage of a minigun. A rifle leaves open the possibility of missing. Minigun... not so much.

They'd have to mount it on a flatbed, or a stationary emplacement. Those can't be used on their normal patrol vehicles.
