NT Event Log ID 537- help to fix so users can change passwords

I just created usernames and default passwords for everyone on our domain since they ALL login as Administrator right now (yuck, I know) and they can login with that generic password, but if I check the box for "user must change password at next logon" and they try to it tells them "Access is denied" and the event log gives ID 537 which is "an unknown error occured." I've looked at the User and Account Policies but see nothing blocking them from changing their own passwords. I've looked on Microsoft's website and around the web and can find nothing to help me. Help?

What type of systems are the users on. Win9x cannot change the password(that I know of) The suggestion is to use an NT system to change the PW and then let them log on using their original systems again..

Found the problem. There are two innocent looking check marks at the bottom of the Account Policy screen. The lowest one is "Users must log on in order to change password." It was checked. DOH!
