Notification request popups on every page load

Anandtech popup is requesting permission to show notifications on every single forum page. Clicking "block" does nothing.

That sounds like a Chrome bug. Basically the way it works is that the site advertises that it supports notifications, and from there it's up to the browser to handle it. Chrome should be honoring your choice by not presenting the option again (at least so long as you have it set to always follow your setting).
 
Are you browsing in incognito mode or doing something that prevents Chrome from saving your preferences?

If you denied the site access to your notifications API, you should find it listed in Chrome settings:
Settings > Advanced > Content Settings > Notifications
