Nothing spins up

Replaced a hard drive in my rig and when I hit power, nothing happened.

Ok, i must have bumped a wire or something. Checked all my connections. Still nothing.

Ugh. Ok time to disassemble. Removed all cables except for both power connections to the mobo. Nothing.

Thinking maybe it's the case switch or the mobo or the PSU. Unplugged the case on/off switch lead to the mobo and touched the two pins together with a screwdriver. Nothing. Can't even get the PSU fan spinning.

The PSU is an Antec Neo480. No real signs of it going bad until now. When i hit the switch on the back, i hear a faint "powering down" noise. Turning it back on does the opposite. Still no actual POWER coming from the PSU though. Still can't get the PSU fan to spin up.

Any ideas?

Is there any way to tell if it's the PSU or the mobo? I've got a multimeter but i have no idea what to do with it or if i can even use it for anything...

I'm guessing its one of the two...

I'm probably going to run to best buy tomorrow to buy another PSU to swap out but just wondering if anyone had any ideas before i do that.

What's the best way to do this without killing myself? Paperclip with rubber gripped pliers?

ok i used a pair of needle nose to touch the green and black connectors. I hear a faint whining noise from my PSU but no fans spin up or anything. I'm guessing that indicates that the PSU is shot?
