Nothing happens when I right click on the start menu . . .

in Windows ME: When I right click anywhere on the desktop or an icon, a menu pops up. However, when I right click on my start menu, no menu pops up. Somehow, this feature got disabled, and I cannot figure out how to re-enable it. I would like to be able to sort my start menu folders by name.
