Notebook Resolution Problem

I have a dell Latitude D600 with a 14 inch display. Whenever I try to turn the resolution down from 1400 by 1050, Windows moves to the center of the display and leaves a black border around the outside. I've tried changing the refresh rate, driver, (Mobility Radeon 9000) and attempted to install a new monitor driver. Does anyone have any ideas because 1400 is way too small. Thanks.

Look in BIOS. I think there is an option for *fit image to screen* or something like that.

Thank you. You were right. I changed the bios setting and it the splash screen goes full screen. However, very soon after windows starts, It centers again. I go and check the bios and the setting has changed back. I tried updating the bios too BTW.
