oc is too easy on a desktop on these days

I had decent results on a 6820hk, is there any other who dares ?

Yes, OCing in general has gotten easier for the most part. I cannot say though I have ever had a laptop which could OC, both my sager and MSI have locked chips, and OC/Voltage locked BIOS. They run Sandybridge i7 2630QM and Kabylake i7 7700HQ respectively.
