Hmmm... sounds reasonable enough to me actually. Except for the neighbor below not knowing how to spell conscious. =/

Still though, it was done in a friendly tone. I'd probably write a nice apology letter and drop off some cookies or something. But eh, nutxo's idea would be more entertaining.
 
Trust me.. I've lived below people and it's hard to tolerate when they're fairly considerate. If you aren't very considerate, it quickly becomes a freaking nightmare. I feel bad for the note writer.
 
With apartments, walking normally = stomping if you have thin ceilings, hardwood floors, etc. I wear flip-flops inside and it seems to keep the noise down. The best way to seem friendly and fair is to do whatever you do that makes noise (stereo, footsteps) and have a friend go into the neighbor's place (with permission) to see how loud it actually is. You might be surprised at how much noise gets through.

In all honesty, I've lived above and below people, all over the place, dealt with this too. Th reality is, that in 95% of buildings, thsoe footsteps are amplified beyond reason. Your cousin could be tiptoeing throughout the apartment when it sounds like elephants stomping around.
 
thing is, my cousin's place is carpeted, and they always walk around barefoot. it seems unlikely, but then again i've never lived below someone.

I agree with zinfamous. It seems they are only complaining about the footfall and I really do not see that as something that is the fault of your cousin. There is a line when it comes to reasonable amount of courtesy and as long as your cousin makes an effort to be conscientious about this then I wouldn't expect anything more.

My last flat I could hear the conversations below me. It wasn't their fault, just thin floors and no insulation so who was I to complain?

Carpet does nothing. There is a 6 year old kid in the family upstairs and when she starts running around, it is horrifically noisy. You really need flip flops to help with the noise.

Of course, itd be nice if all buildings had poured floors and walls. This would be optimal.
 
I'd write an uber polite note about how you've always intended to be very quiet since you moved in and have been very careful walking around, and how the building construction makes small sounds much larger and you're sorry about that and maybe you could go together to the apartment manager to ask about installing some insulation in the ceiling.

Produces no actual change but promotes good neighbors.

Jan 18, 2004 -- Another Sunday in hell. The Sasquatch arose at 7:15AM waking me with the usual thundering hooves then apparently took a shower during which I went back to sleep. Woke me AGAIN at 8:15AM with massive thundering running around till I gave up on trying to get back to sleep. The stomping continued unabated until around noon when new very loud, continuous, creaking, crunching noises were added. Sounds like the floors are being torn up or something. This mind-boggling noise was so amazing I had to see if I could see anything from across the courtyard. What could be going on? At 12:30 and 2:30 I checked but all the blinds were closed even though it was rather cloudy out; yet no lights were on. Why would a person walk back and forth hundreds of times in virtual darkness for 6.5 hours without stopping? These loud noises continue nonstop till 10:30PM. A grand total of 14.25 straight hours of hell! If I didn't witness it, I wouldn't have believed it!

That's the day of the headphone meet if I recall and it got a number of laughs by the attendees. The woman here is pretty batty, not only does she complain about the footsteps but the kids in the courtyard playing and the noises of traffic. She even wears earmuffs, provided by the landlord, and blasts her TV to drown out the "noises" but to no avail.
