Not sure what to do next

I currently am running a 3000+ winchester .09 a msi k8n neo2 platinum 2xcorsair cmx256a-3200c2pt and a xfx 6600 GT that i already OC'ed with coolbits.
What Bios settings will be the best for OC this setup. I have successfully made it to 2.1 but see that everyone with a winchester core are hitting way above this. Is my memory limiting me or do i need to crank up my cpu voltage past 1.6? (cant seem to do this even with new bios that is supposed to give me more options but doesnt) What is best bios for OC'ing this board and CPU and maybe someone who has done this before give me the settings they have successfully made it to. If you havent figured it out alrady im pretty new to this but....

Start with known-stable settings. Verify stability of RAM with Memtest86. Verify CPU stability with SuperPi, Prime95 or similar program of choice.

I usually move up in 5MHz FSB/HTT increments, first testing RAM stability and then CPU stability at each increment.

You can save hours of Memtest86 RAM-testing with the following method:
- Let Memtest86 complete Tests 1 & 2.
- Press 'C 1 3 5 Return 0' key sequence to select Test #5 and run at least one pass.
- Press 'C 1 3 8 Return 0' key sequence to select Test #8 and run at least one pass.
(Test #8 seems to be the most critical test)

If any Memtest86 errors occur, adjust timings and/or raise Vdimm and/or adjust memory frequency divider as necessary and repeat Memtest86 tests until no errors occur - then move on to CPU-stability test of choice.

CPU-stability will generally require incrementing Vcore as FSB/HTT is raised.

Watch your hyperlink speeds - don't let them exceed your board limit. Set to 600/3X or even 400/2X as necessary.

Thank you for taking the time to reply to my post I will give your advise a try and see if I cant get my clock speed up some more. BTW my Fastest stable OC is
230Mhz FSB w/ 9 multi, 1.6 cpu voltage and 4x HT.
AGP voltage is 1.55 with 67 bus because i read this is the locked speed
maybe my memory timings are too tight?
1t command rate
2.5-3-3-8 at 200 w 2.85 volts
i guess i need to break out the old floppy so i can run some of these tests becasue it seems like they are crucial to OC'ing success

Oh yeah one more thing. I wanted to know how to raise my cpu voltage past 1.6 it will only go to 1.55 and then I have to set a percent over that for cpu voltage. Kinda strange.
